The city is split into districts so talk stays local. You live in one ward and write in that square.

How it works
Keys
Your private key is made in the browser and sealed behind a passphrase. A copied browser does not open by itself.
Letters
Private letters are sealed on the devices that hold the keys. The servers store ciphertext, and officers cannot open it.
Offices
A President names a Mayor for each ward. They run people and reports. They do not receive a copy of anyone's letters.
